De prima questione sic statutum legitur,
in concilio cartaginensi viio septimo cui interfuit
faustinus romane ecclesie legatus.

Diffinimus eum rite ad accusationem non
admitti, qui posteaquam excommunicatus fuit,
in ipsa adhuc excommunicatione constitutus
siue sit clericus, accusare uoluerit. Omnes
etiam infamie maculis aspersi, id est istriones,
aut turpitudinibus subiecte persone.
Heretici etiam, siue pagani, siue iudei,
ab accusatione prohibentur.
